The world's three largest EDA suppliers resume supply to the Chinese market

According to foreign media reports on July 4, in early June this year, the world's three largest EDA suppliers - Cadence, Synopsys, and Simens - confirmed that they had received a notice from the Bureau of Industry and Security of the U.S. Department of Commerce, requiring new export control measures on their software. However, the situation has changed recently. The three major EDA giants have issued statements stating that the United States has lifted recent export restrictions on China and will resume the supply of related products to China.

Cadence confirmed that the Bureau of Industry and Security (BIS) of the U.S. Department of Commerce has revoked the export restrictions set out in its letter issued on May 23, 2025. At present, the company is restoring affected customers' access to its software and technical support in accordance with U.S. export laws. This means that relevant Chinese customers will be able to regain access to Cadence's software and technical services and continue to advance chip design work.

Synopsys also received a letter from the Bureau of Industry and Security of the U.S. Department of Commerce on July 2, notifying that the export control measures against China implemented based on the restriction order received on May 29, 2025 have now been lifted and are effective immediately. Synopsys immediately stated that it is resuming the supply of recently restricted products in the Chinese market and will provide comprehensive customer support. This is undoubtedly positive news for Chinese companies that rely on Synopsys' EDA software for chip design.

Siemens also issued a statement saying that it was recently notified by the Bureau of Industry and Security (BIS) of the U.S. Department of Commerce that the control restrictions on the export of electronic design automation (EDA) software and technology to Chinese customers proposed by the Bureau in a letter to Siemens on May 23 are no longer applicable. Subject to applicable export control laws and regulations, Siemens has restored full access to software and technology with export control classification numbers (ECCNs) 3D991 and 3E991, and has resumed sales and technical support services to Chinese customers. Siemens also specifically mentioned that for more than 175 years, the company has been committed to providing support to global customers, including China and the United States. In the face of today's rapidly changing global trade environment, Siemens is fully aware that these changes may cause inconvenience to customers and would like to thank our customers for their patience and understanding.
